Normally on full height Plantation shutters and Solid panel shutters there will be a divider rail inserted. The divider rail serves two purposes. The main reason is to give the taller panels more stiffness helping the shutter panels to resist twisting and warping. The second reason allows you to operate the louvre's above and below the divider independently. Open the top set of louvre's to allow the light in and keep the bottom closed for privacy it's your call.
